Beijing reorganizes heavy-duty commercial vehicles in 2014 to increase subsidies for old cars

In addition to discussions and research on issues such as automobile sewage charges and parking fees during the Beijing 2014 two sessions, Li Kunsheng, director of the Vehicle Emissions Management Office of the Beijing Municipal Environmental Protection Bureau, said that this year Beijing will focus on rectifying heavy-duty commercial vehicle emissions that do not meet standards. During the year, the fifth stage emission standard for commercial vehicles will be implemented, which is the Beijing V standard for commercial vehicles.

According to reports, commercial vehicles that fail to meet the standard will not be able to sell in Beijing in 2014; in addition, transit and non-compliance of heavy-duty commercial vehicles that have failed to meet emission standards will also enter the ranks of rectification, and local standards for heavy-duty commercial vehicle emissions testing will be introduced to detect heavy commercial vehicles. Instead of just looking at the emissions value of the engine that was provided at the factory, the entire vehicle emissions.

In the old car market, Beijing will also step up the elimination of old motor vehicles in 2014. In 2013, Beijing eliminated more than 360,000 old motor vehicles. The subsidy amounted to 966 million yuan, and only 100,000 tons of carbon monoxide was emitted. Whether or not old subsidies for motor vehicles will be implemented next year will need to be demonstrated.

In addition, the proportion of motor vehicles in Beijing's air pollution exceeds 20%. Now that Beijing's industries are being relocated and urban construction is in full swing, Beijing’s urbanization process is still in progress, and thus dust and industrial pollution also account for a large proportion. In metropolitan cities such as Paris and Tokyo, which have already completed urbanization, the proportion of air pollution caused by vehicle emissions has increased. This is also a major driving force for the continuous development of international new energy vehicles. Unless fully motorized, it is difficult for cars to be a source of pollution. Li Kunsheng predicts that the full electricization of the car will take at least 30 to 50 years.
