According to the implementation plan of the agricultural machinery purchase subsidy policy of the province in 2019, after research, the second batch of agricultural machinery purchase subsidy products in our province will be launched in the near future. The relevant matters are hereby notified as follows:
First, the product conditions
The products that were filed were products within the scope of the agricultural machinery purchase subsidy equipment in Jiangsu Province in 2019 (including agricultural machinery new products and plant protection drone accessories 1), and the items whose categories were adjusted were revised according to the Agricultural and Agricultural Department of the Ministry of Agriculture and Rural Affairs. In 2020, the letter of the scope of the national agricultural machinery purchase subsidy machine ("Nongjiu [2019] No. 120) was implemented. Products that have been included in the province's 2019 agricultural machinery purchase subsidy auxiliary management system do not need to be repeatedly filed.
(1) The products that can be filed can be checked and confirmed in the “National Agricultural Machinery Testing and Identification Management Service Information Platformâ€. The status of the certificate is “effectiveâ€, and the “item†of the completed product should be consistent with the published “products†of the certified products. Plant protection drones, agricultural machinery new product manufacturers, product qualification conditions, classification and sub-subsidy standards, respectively, in accordance with the "Notice on the implementation of agricultural machinery purchase subsidies to guide the implementation of plant protection drones normative application" (Su Nongji [2018] 17 No.), "Notice on Printing and Implementing the Pilot Implementation Plan for the Purchase of Subsidies for Agricultural Machinery New Products in Jiangsu Province from 2018 to 2020" (Su Nongji [2018] No. 15) is required to be implemented.
(2) In any of the following circumstances, no participation in the file:
1. Relevant equipment included in the national blacklist database of agricultural machinery purchase subsidies;
2. Included in the National Agricultural Machinery Purchase Subsidy Violation Notification Database has not yet resumed the subsidy qualification and the equipment that has been disqualified;
3. Unqualified machinery in the national product quality supervision and spot check or market quality supervision and inspection;
4. Products that are cancelled by the compulsory certification product certificate of the plant protection machinery;
5. Other machines that do not meet the qualification requirements for the project.
Second, the file requirements
Strictly implement the "voluntary declaration, independent filing, commitment commitment" system of production enterprises, and will not accept written applications.
(1) Time schedule. The second batch of self-investment start-up time is October 8th, and the deadline is October 15th. It will not be accepted after the deadline, and will not accept supplementary investment to ensure the fairness and fairness of the investment work.
(2) The enterprise shall log in to the “Autonomous Investment Platform for Agricultural Machinery Purchase Subsidy Products†(http://td.sxwhkj.com), register according to the requirements, improve the enterprise information, and carry out independent investment work.
(3) When the plant protection drones and agricultural machinery new products are filed, the materials shall be provided in strict accordance with the prescribed format, content and order. Each of the products shall form a PDF declaration form (Annex 2, Annex 3) and uploaded to the corresponding column. Complete the project.
(4) Due to incorrect information reporting, incomplete or unclear information, it is impossible to correctly file and invalidate the file, and all consequences and liabilities caused by the enterprise shall be borne by the enterprise itself.
