200 contracts for the transfer of industrial transfer projects in Xinjiang

China's 2011 Xinjiang industry transfer series docking activity ended on the 20th of June in Urumqi. At the signing ceremony of the industry transfer docking event, Xinjiang Autonomous Region and China Petroleum and Chemical Industry Federation signed a strategic cooperation agreement. A total of 200 projects were signed during the entire event, and the agreement investment reached 581.2 billion yuan. Among them, there are 12 coal and coal chemical projects with a total investment of 245.14 billion yuan; 26 chemical projects with a total investment of 83.81 billion yuan; and 16 new energy projects with a total investment of 72.69 billion yuan. At the same time, the China International Coal Chemical Industry Development Summit Forum also reported that during the “12th Five-Year Plan” period, Xinjiang is expected to become an important coal-based natural gas production and export base in China.

Miao Wei, Minister of Industry and Information Technology, pointed out in his speech that Xinjiang has the policy advantages, opportunity advantages, regional advantages, resource advantages, and industrial foundation for undertaking industrial transfer, and has great potential to become a strong economic region in the west. The signing, commencement and production of the project will play an active role in promoting economic and social development and industrial upgrading in the Xinjiang region.

Li Yongwu, president of the China Petroleum and Chemical Industry Federation, emphasized that in recent years, the country has issued a series of major policies to support Xinjiang's great development, especially in the modern coal chemical industry, and the country has offered support. Xinjiang will focus on the development of coal to olefins, coal to natural gas, and support the construction of a coal-to-oil demonstration project. At present, the five major coal chemical industry bases in Xinjiang have become a hot spot for investment. It is foreseeable that Xinjiang will be a place where modern coal chemical industry shines during the “Twelfth Five-Year Plan” period.

According to reports, the development of coal chemical industry in Xinjiang has a very clear competitive advantage. From the aspects of market demand, transportation channels and other aspects, coal-based natural gas has the most prominent advantages.

First of all, Xinjiang is rich in coal resources, with a total forecast of 2.19 trillion tons, accounting for 40% of the country's total resources, ranking first in the country. Moreover, the resources are concentrated and the coal quality is good and the mining conditions are good.

Second, Xinjiang has the conditions for building water supply and land for large-scale coal chemical projects. The total amount of water resources in Xinjiang is 83.2 billion cubic meters, with an average annual rainfall of 254.4 billion cubic meters. The total amount of water resources available is 59.6 billion cubic meters. Numerous mountain glaciers, lakes, and rivers create favorable conditions for project development. Xinjiang is rich in land resources, and most of the unused land is suitable for the site selection of large-scale coal chemical bases.

Once again, the delivery routes for coal chemical products are gradually taking shape. The West-to-East Gas Pipeline and the West-East Gas Pipeline are in operation. CNPC is building a third-line West-East Gas Pipeline Project. At present, the gas sources of a number of coal-based gas companies in Xinjiang have been allowed to enter the West-East Gas Pipeline Network.

Not long ago, China's first coal-gas natural gas transmission pipeline, the Ihoho pipeline, was started construction in Horgos, Xinjiang, and it is expected to be completed by the end of this year and have production conditions. This project will allow the coal-produced natural gas produced in Yili to be transported to the eastern and central regions through the Second West-East Gas Pipeline.
