In order to understand the bottom line, the "Plan" proposes to implement a hazardous waste management plan and a declaration and registration system throughout the country, comprehensively investigate the production, transfer, storage, utilization, and disposal of hazardous waste, establish a list of national and local hazardous waste key units and dynamically update them. . The specific timeline for the roadmap is to master hazardous wastes in key industries such as chemical raw materials and chemical product manufacturing, metal smelting, crude oil processing, petroleum product manufacturing, coking, and polysilicon production before the end of 2013; by the end of 2015, the situation of hazardous wastes will be fully understood.
Actively exploring the source reduction of hazardous wastes is also one of the key tasks during the “Twelfth Five-Year Plan†period. The key industries and qualified cities will be selected to carry out pilot reduction of hazardous wastes, and mandatory cleaner production audits will be implemented in key industries. For example, in the chromium salt industry, promote cleaner production processes such as chromate oxidation of chromium iron base, continuous liquid phase oxidation of sodium hydrochromate to produce sodium chromate, etc.; encourage the use of low mercury consumption and long service life in the calcium carbide process PVC industry The low-mercury catalyst and high-efficiency mercury recovery production process; when diluting pesticides, it is necessary to wash the packaging three times to reduce the pesticide residues in the waste packaging.
"Planning" predicts that during the "12th Five-Year Plan" period, the total output value of hazardous waste utilization industry will exceed 200 billion yuan, and the centralized disposal costs for incineration and landfilling will exceed 50 billion yuan.
