The State Council reviewed and approved the "Regulations on the Recall of Defective Automotive Products" and will formally implement it on January 1 next year. Another automobile consumer rights protection policy, the “Three Guarantees” for automobiles, has also finally come to light.


A few days ago, AQSIQ related sources disclosed to the Phoenix Automobile that the General Administration of Quality Supervision, Inspection and Quarantine had invested 600 million yuan and had established a vehicle product quality inspection center in Beijing. With the completion of the testing center, the "Three Guarantees" policy will soon be introduced. It is expected to be formally implemented after the 18th National Congress.


Car "Three Guarantees" Implemented After the Eighteenth National Congress


In 2011, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) held a legislative hearing on “Responsibility Provisions for the Repair, Replacement, and Return of Household Automobile Products” (draft for comment). Two months later, the General Administration of Quality Supervision, Inspection and Quarantine re-issued the “Responsibility Regulations for the Repair, Replacement, and Return of Household Automobile Products (Second Consultation Draft)”.


However, to this day, the "Three Guarantees" policy of the automobile has not yet been introduced. The industry has speculated that the "Three Guarantees" policy of cars may be once again "difficult to produce." Recently, relevant persons from the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) disclosed that the automobile “Three Guarantees” policy will be introduced soon and is expected to be officially implemented after the 18th National Congress.


"Automobile Three Guarantees and recalls have a qualitative difference. The auto recalls resolve product design that does not comply with technical regulations, and has serious safety deficiencies and hidden dangers. The recall policy is usually aimed at manufacturers. Car Three Guarantees solves the general quality defects and Manufacturers' quality promises and service problems are more to provide protection for consumers.” The source said that vehicle recalls are a prerequisite for the service of the auto three packs, and that the recall system must be perfected before fully implementing the “Three Guarantees” regulations.


At the same time, the implementation of "Three Guarantees" for automotive products is faced with many problems, such as "difficulty in submitting evidence", "difficulty in identification", and "difficulty in claims." Each consumer’s product has different factors. How to produce proof is the real “stumbling block” facing the “Three Guarantees” policy. According to relevant sources of the General Administration of Quality Supervision, Inspection and Quarantine, the General Administration of Quality Supervision, Inspection and Quarantine has established motor vehicle products in Beijing. The quality inspection center has a total investment of 600 million yuan. At the same time, when the testing center is completed, the General Administration of Quality Supervision, Inspection and Quarantine will invite a number of industry experts to identify vehicles with different problems and further improve the relevant supporting systems for the “Three Guarantees” vehicle.


"Recall" and "Three Guarantees" complement each other


According to AQSIQ's relevant information, in 2011, the AQSIQ defective product management center received a total of 8,840 complaints on defects in automotive products, an increase of 20.8% over 2010, and complaints involving 148 automobile manufacturers (including tire manufacturers). ), 596 models. The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) said that a total of 85 vehicle recalls were implemented in 2011 and 55 vehicle product defects investigations were conducted, involving 1.827 million vehicles.


Contrary to the 85 recalls, there are still many consumer complaints that have not been effectively resolved. As a car "recall" policy, only when a certain product has a large number of serious design flaws and safety hazards, the recall will be implemented. However, it is understood that the greatest number of consumers is always involved, but also the largest amount of complaints is actually the quality of cars and parts, contract issues and after-sales service issues.


Obviously, in the absence of a car recall, the “Three Guarantees” vehicle has more stringent quality supervision and stronger protection measures. To a certain extent, the simultaneous implementation of the “recall” of automobiles and the “three guarantees” can make the protection network of Chinese automobile consumption more and more tighter.


Dong Yang, deputy secretary-general of the China Association of Automobile Manufacturers, said that "recalls" and "three guarantees" for cars are different forms of protection for consumers and are indispensable and complementary. Recall is for security defects and "Three Guarantees" is for the specification of security defects.


Ye Shengji, deputy secretary-general of the China Association of Automobile Manufacturers, once said that the recall of automobiles is the premise of the "three guarantees" service for automobiles.
