Shen Danyang said that in this case, the US has many problems from filing to investigation to final ruling. At the beginning of the case, the Chinese side questioned the applicant's qualifications in this case. However, the US Department of Commerce still made a decision to initiate a case investigation when its US tire manufacturing company expressed neutrality. In the course of the investigation, the US investigative authorities artificially cut high tax rates by using unreasonable practices such as substitute country data and unfavorable facts. The US also disregarded China's specific national conditions and relevant WTO rules, rejected the separate tax rate application of Chinese state-owned enterprises, and applied the national unified tax rate, which constituted discrimination and restrictions on Chinese state-owned enterprises and the economic system. In the damage investigation, the United States ruled that the relevant imported products caused damage to its domestic industry.
