The Kane County Chronicle recently published an article discussing a ballot referendum that could affect residents within the Elburn Fire Protection District. The vote, scheduled for November 4, will determine whether some residents choose to leave the Elburn district and join the Fox River and Countryside Fire/Rescue District instead.
This proposed change has sparked a political debate. The Elburn Village Board recently passed a resolution opposing the potential disconnection, while Fox River Fire Chief Greg Benson claims that some opponents are spreading false information about his department's services.
Approximately 3,000 registered voters live in the area under consideration. This region is roughly bounded by LaFox Road to the east, Anderson Road to the west, Campton Hills Road to the south, and Silver Glen Road to the north. Both fire districts have their own arguments regarding service quality, cost, and community impact.
Elburn and Countryside Fire Protection District Chief Kelly Callaghan emphasized that his agency has served the area for over 130 years and recently opened a new station in Lily Lake to improve coverage. He argued that the current level of service is reliable and that leaving the district would not necessarily lead to better outcomes.
Benson, however, pointed out that a court ruling determined the area would receive comparable emergency services from the Fox River district. He also claimed that response times could actually improve, as calls from the disconnect area are currently routed through multiple agencies, which can add up to four minutes before units are dispatched. In contrast, Fox River calls are handled more directly, reducing the time it takes to send help.
Another key point of contention is the difference in property tax rates. Elburn’s rate is approximately 0.79, while Fox River’s is around 0.27. To highlight the potential savings, the Fox River district provided examples of specific homes. One residence on Fox Creek Drive in Campton Hills would save nearly $1,000 annually, while others might see savings of around $350.
If the disconnection is approved, Callaghan warned that the Elburn district may face significant financial losses. However, he stressed that the department will try to avoid layoffs and continue serving the remaining 20,000 residents in its district.
Both fire departments charge EMS fees, which is standard practice, though the rates vary depending on residency and ambulance type. Benson also clarified that his department does not charge for regular fire responses, but has a cost-recovery policy for situations like arsons or repeated false alarms.
As the election approaches, residents are being asked to weigh the benefits of lower taxes against the potential risks of changing emergency service providers. With so much at stake, the outcome of this referendum could have lasting effects on the community.
